If you click on your title slide and it selects the image, that’s easy.
The thin blue outline and white corner dots indicate that the image has been simply placed on the slide (1). Double click on it. The top menu and ribbon will change to the picture editing tools. See the screen grab below. Click on “Change Picture”, arrow (2). Then simply navigate on your hard drive, to your pre-formatted “new” photo and click insert. Easy.

If you click on your title slide and it does nothing…
This means that the photo has been inserted in a different way than simply placed on the slide. Most times this is done to reduce tampering on the template. When a company requires strict branding for its communications materials this become a necessary step. Here is the trick to access and replace this image.
Bring up your title slide, in normal view. Right click directly on the slide, a context sensitive menu will appear, choose “format background”, as in the screen grab below.

Then choose Fill (1) / Picture or texture fill radio button (2) / then click on the file button (3) / and navigate through your hard drive to where you have saved the new “pre-formatted” title image / select the image you want / and click insert / and close the window.

If you need to remove any of the other elements that were originally placed on your title master, say the company logo, in the same format background window, there is a check box, just below the series of radio buttons “hide background graphics” (4) — this will get rid the other elements that were placed on the slide master.
